Don’t blame rising inequality on technological change

We all know this to be true, but nobody is going to do anything about it so it will only get worse as time passes.

“There is no alternative.” It is the slogan, battle cry and sneer of our era. It is ever present in this general election, like a police sentinel guarding a sacred political consensus, batoning anyone who deviates from received wisdom. The fortunes of Britain’s richest 1,000 can double in a period of economic trauma while hundreds of thousands depend on charities to meet that most basic human need, food. A proposed mansion tax levied on a tiny fraction of the population is met with accusations of cruelty while predominantly poor disabled Britons are compelled to shell out money they don’t have because they are deemed to have a spare bedroom, all in order to balance the nation’s books. More than 400 people can be paid over £1m at one business alone, Barclays Bank, when the whole country of Japan has fewer than 300 executives paid that amount. Why? Because there is no alternative: either policies are pursued that guarantee the concentration of wealth and power in the bank accounts of a tiny elite, or the rich will flee and the economy will collapse.

Britain’s booming elite is soaked with triumphalism. It believes its traditional enemies – principally a trade union movement and political left with a coherent ideology and mass following – have been seen off. This elite is flattered, comforted and protected by an ideology that equates the perpetual enrichment of the wealthy with the wellbeing of the nation, promoted by a media owned by its own kind, an academy largely emptied of intellectual dissidents, and a network of thinktanks kept afloat by corporate and well-to-do private individuals. Any puncture, however small, to this suffocating triumphalism is welcome: to those of us who reject the status quo, it is like coming up for air.

Professor Anthony Atkinson is a pioneer of the study of the economics of poverty and inequality. His latest work, Inequality: What can be done?, is an uncomfortable affront to our reigning triumphalists. His premise is straightforward: inequality is not unavoidable, a fact of life like the weather, but the product of conscious human behaviour. The explosion of inequality as a result of intentional policy decisions has been rather spectacular. Take the US, which became steadily more equal from the end of the second world war to the late 1970s. By 2012, the top 1% had more than doubled the share of national income they enjoyed in 1979, and now receive a fifth of gross US income.

In our own country, the share of gross income belonging to the richest 1% after the first world war was 19%; it had fallen to 6% by 1979, and has since more than doubled. Inequality actually rose twice as much in Thatcher’s Britain as it did in the US, albeit from a significantly lower base.

Atkinson identifies the usual culprits: globalisation, in which the wealthy can easily pick and choose nations most favourable to their bank balances; rapid technological change, which has stripped away middle-income secure jobs; the explosion of a rapacious financial sector; a shift in attitude to high pay; the hobbling of trade unions, once a formidable counterweight to wealth being sucked to the top; and the erosion of redistribution based on progressive taxation.

It doesn’t have to be like this. Take the explosion in technology. In Britain, we’ve seen the rise of an “hourglass economy”, with professional middle-class jobs at the top (often reserved for the pampered through unpaid internships and expensive post-graduate qualifications) and insecure, low-paid service-sector jobs at the bottom. Many middle-income skilled jobs have been lost, often on the basis that machines can perform such labour more cheaply and efficiently. A recent study suggested that 10m jobs, or a third of all those in Britain, could be wiped out because of new technology and computers.

But Atkinson refutes the idea that technological change is “determined by the gods”: it is the result of decisions taken by scientists, investors, governments, consumers and others. Much of research and development happens in the public sector, as the economist Mariana Mazzucato has underlined in her book The Entrepreneurial State. If you’re reading this column on an iPhone, thank the state for its touchscreen technology, GPS and Siri. So why doesn’t the state take more of an active role in directing technological change so it benefits all? Look at Germany, which rather than opting for a hands-off approach promoted renewable energy industries, both confronting the climate change crisis and avoiding the rotting away of decent jobs seen in this country.

Some of Atkinson’s proposals are heresy in an era like our own. He suggests raising the top rate of tax to 65% – casting a cynical eye over studies that claim this is counterproductive when it comes to revenues – and calls wisely for proper crackdowns on tax avoidance. Partly it comes down to fairness for the professor: the government’s universal credit scheme aims to cut the marginal tax rate on the poor to 65%. If that’s good enough for those scraping by, why not for those richer than ever before?

In other European countries, it is taken as read that trade unions have a role in drafting social security legislation – why not here too? Another radical but attractive proposal is to grant all citizens an inheritance payment on reaching adulthood, funded by a 2% tax on personal wealth. With the return to precarious employment, the state could guarantee work, with a minimum wage that actually meets people’s living costs. A maximum pay ratio in businesses would stop shamelessly self-interested CEOs paying limitless salaries and bonuses while their cleaners languish on poverty wages.

These are the sort of proposals that are banished from the media-defined mainstream of the election debate. The parameters of acceptable political conversation are, after all, heavily policed: even a modest challenge to continually stuffing the mouths of the richest with gold is ignored, ridiculed or demonised.

We need a whole new way of thinking. The nation’s wealth is not the product of the genius of a few canny entrepreneurs. It is a collective endeavour, the product of the labour of millions and the support of the state. The hospital cleaner, the road-builder, the teacher training up both workers and the entrepreneurs of the future: all help generate wealth. The state builds and maintains the infrastructure, funds the research, educates the nation, protects property and tops up low wages. So much of our collectively produced wealth should not be locked away in a few bank accounts. The triumphalists will tell us that there is no other way. They are wrong, and it’s about time we called their bluff.

When he was nothing but a suspended carcass, dripping with his own blood and other people’s spit, there were no worshippers around clapping their hands and singing their hymns. They were long gone. At the very end, ironically at the moment of greatest triumph, he had no followers left. That says something profoundly counterintuitive about what a successful church looks like. For if the core of the Christian message – death first, then resurrection – is so existentially full-on that nobody can possibly endure it, then a church that successfully proclaims that message is likely to be empty and not full. Which is also why, quite possibly, a successful priest ought to be hated rather than feted. For here, as elsewhere in the Christian story, success and failure are inverted. The first will be last and the last first. The rich are cast down and the poor are exulted. The true king is crowned with mockery and thorns not with gold and ermine.

Christianity, properly understood, is a religion of losers – the worst of playground insults. For not only do we not want to be a loser, we don’t want to associate with them either. We pointedly shun losers, as if some of their loser-ness might rub off on us. Or rather, more honestly, we shun them because others might recognise us as among their number. And because we secretly fear that this might actually be true, we shun them all the more viciously, thus to distance ourselves all the more emphatically. And so the cock crows three times.

But it is true. Deep failure, the failure of our lives, is something we occasionally contemplate in the middle of the night, in those moments of terrifying honesty before we get up and dress for success. Ecce homo, said Pilate. Behold, the man. This is humanity. And the facade of success we present to the world is commonly a desperate attempt to ward off this knowledge. At the beginning of Lent, Christians are reminded of this in the most emphatic of ways: know that you are dust and to dust you shall return. Those who used the period of Lent to give things up are invited to live life stripped bare, experiencing humanity in the raw, without the familiar props to our ego. This has nothing to do with the avoidance of chocolate and everything to do with facing the unvarnished truth about human failure. There is no way 100 top business leaders would endorse the cross. It is life without the advertising, without the accoutrements of success. It is life on a zero-hours contract, where at any moment we can be told we are not needed.

But here’s the thing. The Christian story, like the best sort of terrifying psychoanalysis, strips you down to nothing in order for you to face yourself anew. For it turns out that losers are not despised or rejected, not ultimately. In fact, losers can discover something about themselves that winners cannot ever appreciate – that they are loved and wanted simply because of who they are and not because of what they achieve. That despite it all, raw humanity is glorious and wonderful, entirely worthy of love. This is revealed precisely at the greatest point of dejection. The resurrection is not a conjuring trick with bones. It is a revelation that love is stronger than death, that human worth is not indexed to worldly success.

In a world where we semaphore our successes to each other at every possible opportunity, churches cannot be blamed for failing to live up to this austere and wonderful message. The worst of them judge their success in entirely worldly terms, by counting their followers. Their websites show images of happy, uncomplicated people doing good improving stuff in the big community. But if I am right about the meaning of Christ’s passion, then a church is at its best when it fails, when it gives up on all the ecclesiastical glitter, when the weeds start to break through the floor, and when it shows others that failure is absolutely nothing of the sort. This is the site of real triumph, the moment of success. Failure is redeemed. Hallelujah.

Democracy v Psychology: why people keep electing idiots

An interesting read. But the real problem in my  opinion is simply that people tend to  either vote simply to feather there own nests or are fooled by alarmist propaganda. Some of course do not think at all and perhaps thats the majority 🙂

Politicians. Their reputation is very poor. In fairness, this is largely their own fault, but it would be foolish to assume every politician is like this. If they were, the whole infrastructure would collapse before you could say “can I claim this on expenses?” Still, everyone assumes they’re despicable, so always assume the worst.

Politician enacts a bad policy? They’re a terrible person. They change their mind and reverse it? They’re weak and not fit to lead. Politicians promise improvements (cut taxes, increase spending)? They’re obviously lying. Politicians promise to do something unpopular (raise taxes, cut spending)? A cast-iron guarantee it will happen. It’s a lose-lose situation, so why do they bother? Many politicians are clearly in it for themselves, but there surely are plenty who really do want the best and just put up with the negative opinions they get.

So, for the record, not all politicians are idiots (although your definition of idiot may vary). But plenty are. The US seem particularly afflicted with them; Sarah Palin, Ted Cruz, these people were/are contenders for the presidency. And the archetype George W Bush WAS the president. For 8 YEARS. The man whose idiotic musings managed to sustain businesses had a nuclear arsenal at his command.

Not that the UK can feel smug, with the amount of demonstrable idiocy in our own system. Michael Gove, Chris Grayling, Grant Shapps, Jeremy Hunt, David Tredinnick, a ridiculous Labour party (complete with mugs), the rise of UKIP, and the beloved bumbling mayor Boris Johnson.

Plenty of people are quick to point out that Boris Johnson is actually very intelligent/dangerous, that he’s only pretending to be a buffoon. But this underscores the point; an intelligent person has to feign stupidity to achieve political success.

What’s going on here? Logically, you’d want an intelligent person who understands the best approach and methods for running a country in the best possible way. But no, people seem drawn to demonstrations of questionable intellectual abilities. There are a wide variety of ideological, cultural, social, historical, financial and other factors involved, because politics incorporates all of these things, but there are also some known psychological processes that may contribute to this phenomenon.

Confidence inspires confidence

Confident people are more convincing. This is has been demonstrated in many studies. Most studies focus on a courtroom setting, and suggest a confident witness is more convincing to a jury than a nervous, hesitant one (which obviously has worrying implications for justice), but it can be seen elsewhere. It’s a phenomenon used-car salesmen and estate agents have exploited for decades. And politicians are clearly aware of it, hence all the media training and PR management; any politician that doesn’t come across as assured and confident gets (metaphorically) destroyed. So confidence is important in politics.

However, the Dunning-Kruger effect reveals that less-intelligent people are usually incredibly confident. More intelligent people, by contrast, aren’t at all. Self-appraisal is a useful metacognitive skill, but one that requires intelligence; if you don’t have much of it, you don’t consider yourself flawed or ignorant, because technically you don’t have the ability to do so.

So if you want an intrinsically confident person to publically represent your political party, an intelligent person would be a bad choice in many ways. This can backfire though; studies have shown that when a confident person is shown to be wrong/lying, they are then considered far less reliable or trustworthy than an unconfident person. This may explain the negative image of politics, which is mostly a series of confident individuals making big promises and failing miserably to keep them. That sort of thing really puts people off.

Politics is complicated

Effectively running a country of tens of millions, all of which have different requirements and demands, is an incredibly complicated job. There are just so many variables that need to be considered. Unfortunately, it’s impossible to condense all this into a convenient soundbite for use with the modern media, so personalities tend to come to the fore more often. And the less intelligent personalities are more confident, so are more persuasive, and so on.

People are often put off by intellectual and complex subjects and discussions in any case. They may have no experience with the issue, or may find it too daunting to want to engage with, because doing so successfully would require a lot of time and effort. But politics, particularly democracy, requires people to be involved.

Personality studies suggest that many people demonstrate goal orientation, a “disposition toward developing or demonstrating ability in achievement situations”. Feeling that you are actively influencing something (e.g. an Election) is a powerful motivator, but if some knowledgeable type starts spouting big words about interest rates or health trust deficit management, this is going to alienate those who don’t follow or grasp such things. So if a confident person says there’s a simple solution or promises to make the big complicated thing go away, they’re going to seem far more appealing.

This is also demonstrated by Parkinson’s law of triviality, where people will spend far more time and effort focussing on something trivial that they do understand than something complicated that they don’t. The former offers far more scope for contribution and influence. And people do love trivial things, ergo less-intelligent people condensing down the big issues into brief (but inaccurate) snippets is a potential vote-winner.

People like to relate

One of the often-cited qualities of George W Bush was that people felt they could “have a beer with him”. Ergo, they felt they could relate to him. By contrast, elitism is a negative quality. The idea that those running the country are outside the norms of society is alarming to many, hence constant efforts by politicians to “fit in”.

The majority of people are prone to numerous subconscious biases, prejudices, stereotyping and prefer their own “groups”. None of these things are particularly logical and invariably are not supported by actual evidence and reality, and people really don’t like being told things they don’t want to hear. People are also keenly aware of social status; we need to feel we are superior to others in some way to maintain our sense of self-worth. As a result, someone more intelligent saying complicated things that contain uncomfortable (but accurate) facts isn’t going to appeal to anyone, but someone demonstrably less-intelligent is not challenging to someone’s perceived social status, and if they’re going to say simple things that support inherent prejudices and deny uncomfortable facts, then so much the better.

It’s an unfortunate situation, but it just seems to be the way people’s minds work. There’s a lot more to it than what’s mentioned here of course, but including that would make the whole thing more complicated, and that’s no way to get people to like something, as should be obvious by now.
